Commercial Dog Breeding [EPSC]; Declares as a commercial kennel any person owning, possessing, controlling, or otherwise having in custody 50 or more dogs at any one time. Provides that a violation of the act is a misdemeanor of the first degree. Lists persons and organizations that are not subject to the act, etc.
