Contingency Fee Agreements/DLA & Private Attorneys [SPSC]; Prohibits DLA from entering into contingency fee contract with private attorney unless AGO makes written determination prior to entering into such contract that contingency fee representation is both cost-effective & in public interest; requires written determination to include certain findings, etc.
