Utility Services/Unlawful Use/Controlled Substance [SPSC]; Provides criminal penalties for permitting a tenant or occupant to use unlawfully connected utility services. Provides that such violation is a first-degree misdemeanor. Provides for prima facie evidence of intent to violate such prohibition. Provides that theft of utility services for the purpose of manufacturing a controlled substance is a first-degree misdemeanor, etc.
