Mobile Home Park Lot Tenancies; Authorizes court to refer actions to binding arbitration under certain conditions; deletes provision relating to mobile home park owners increasing rental amounts under certain conditions; revises provisions relating to grounds & proceedings for eviction to require mobile home park owner to apply to local government for change of use or rezoning under specified conditions, etc.
