Emergency Management; Requires DCFS to expedite application procedures for persons who reside in area damaged by major disaster & who apply for temporary cash assistance; requires that application process be completed within specified time; requires DCFS to train its employees who are responsible for determining eligibility for temporary cash assistance in order to expedite application process for victims of major disaster & to assist victims appropriately, etc.
