Department of Highway Safety and Motor Vehicles; Terminates DUI Programs Coordination Trust Fund; revises allowed uses of proceeds in Highway Safety Operating Trust Fund from fee paid upon registration of motorcycle, motor-driven cycle, or moped; revises provisions for funding of certain driver improvement programs; eliminates requirements for motorcycle safety education course reimbursements, etc.
