Public Participation Plans [EPSC]; Requires applications for comprehensive plan amendments or development orders to include a public participation plan. Specifies a required time for implementation of the plan. Specifies plan purposes and required plan information. Specifies that certain notice requirements are in addition to other notice requirements of law. Provides for continuing effect of certain local government ordinances, etc.
