Solicitation of Funds/Nonprofit Organizations [GPSC]; Transfers control of procedures for the solicitation of funds for nonprofit organizations from the DOACS to the Department of State. Requires that the Department of State submit a copy of an annual report containing certain information to the Secretary of State. Requires that the department provide certain materials to organizations seeking to register as nonprofit corporations, etc.
