Communications Services Taxes [WPSC]; Authorizes dealers to report credit for bad debt by netting credit against tax due; authorizes dealers to use proportionate allocation method or other reasonable method in determining amount of bad debt attributable to state or local jurisdiction; provides for retroactive operation; specifies that act is remedial in nature & not basis for refunds of tax.
