Debt Settlement Services; Provides powers of OFR; authorizes FSC to adopt rules; provides exceptions from applicability of provisions regulating debt settlement services; provides an exception for attorneys representing clients; requires debt settlement organizations to be registered with OFR; provides registration fee; requires background screening of applicants & control persons, etc. APPROPRIATION: $475,705.

Effective Date: Upon becoming law except as otherwise provided
