Court-Appointed Counsel; Specifies that lien for cost of court-appointed counsel against parent for services provided to child does not expire upon emancipation of child or upon child reaching age of majority; clarifies proceedings in which party may qualify for court-appointed counsel; revises provisions relating to payment of application fee by person eligible for court-appointed counsel, etc.
