Juvenile Justice; Makes children 9 years of age or younger at time of referral for delinquent act eligible for comprehensive mental health services; encourages prearrest or postarrest diversion programs for first-time misdemeanor offenders or offenders 9 years of age or younger; requires probation officer to make referral to appropriate shelter if risk assessment shows child is ineligible for secure detention, etc.
