Economic Development; Creates "Small Business Jobs Creation Act"; reduces period within which EFI & OTTED must review & evaluate applications for state economic development incentives; reduces period within which local government must adopt resolution to provide financial support to business applying to participate in tax refund program for qualified target industry businesses; reduces period within which business applying to participate in tax refund program for qualified target industry businesses must sign agreement with OTTED, etc.
