Creation of Dept. of Health and Human Services; Creates the Department of Health and Human Services. Provides for appointment of a Secretary of Health and Human Services by the Governor. Establishes regions for the administration of program services. Establishes program divisions within each region. Establishes the Central Office of Investigative Services. Repeals provisions relating to the Department of Children and Family Services, Agency for Persons with Disabilities, Agency for Health Care Administration, and Department of Health, etc.
