Effective Public Notices by Governmental Entities; Defines the term "publicly accessible website." Authorizes a local government to use its publicly accessible website for legally required advertisements and public notices. Provides conditions for such use. Provides for optional receipt of legally required advertisements and public notices by first-class mail or e-mail. Provides requirements for advertisements and public notices published on a publicly accessible website, etc.
