GENERAL BILL by Health and Human Services Committee ; Criminal Justice Subcommittee ; Schwartz

Mental Health; Authorizes, in certain circumstances, continuation of psychotherapeutic medication for individuals receiving such medication in jail before admission to psychiatric or forensic facility; requires forensic evaluator training for mental health experts appointed to evaluate defendants for competency to proceed or for sanity at time of commission of offense; requires DCFS to maintain & annually provide courts with forensic evaluator registry; provides timeframes for competency hearings to be held; provides timeframes for commitment hearings; standardizes protocols, procedures, & criteria used in reporting expert findings in determining competency in juvenile cases; revises requirements related to forensic evaluator training program that appointed experts must complete; requires such experts after specified date to have such training.
