Affordable Housing; Revising provisions for terminating a rental agreement that involves rent subsidies received from a local, state, or national government; revising a declaration of necessity; providing that access to essential commercial goods and services for persons of low income served by housing authorities is a public use; providing that real property of a housing authority that is used to provide access to essential commercial goods and services is exempt from ad valorem taxes and special assessments, etc.
