Consumer Loans; Provides terms for certain consumer loans made by licensees; specifies authorized amounts of certain fees & charges; authorizes borrower to rescind installment loan within specified period; requires licensee to refund or credit borrower certain charges under specified conditions; prohibits licensee from making payments to person as reward for referring loan applications to licensee.
