Constrained Agricultural Parcels; Authorizing specified landowners to apply for an amendment to a local government comprehensive plan; requiring that the amendment be transmitted by the local government to the state land planning agency for review; limiting the authority of the local government to establish specified prohibitions on the constrained agricultural parcel under certain circumstances, etc.
