Secondary Metals Recyclers; Transfers administration of provisions relating to secondary metals recyclers from DOR to DACS; authorizes DOR to share certain confidential information with DACS; provides for designation of agent as appropriate law enforcement official; revises application requirements for registration as secondary metals recycler; requires secondary metals recyclers to maintain specified insurance coverage; requires secondary metals recyclers to exhibit active registration certificates from DACS before applying for or renewing local business tax receipt; requires secondary metals recyclers to allow DACS personnel to enter certain places of business for specified purpose; revises penalties for noncompliance; requires DACS to suspend certain registrations or applications for registration under certain circumstances; prohibits secondary metals recyclers from purchasing regulated metals property, restricted regulated metals property, or ferrous metals on Sundays; provides appropriation. APPROPRIATION: $510,000
