Water Resources; Directs DOT to establish a Water and Wastewater Utilities Relocation Study Committee; provides committee membership, duties, reporting requirements, & expiration; transfers review of water management district rules from Florida Land & Water Adjudicatory Commission to DEP; provides review procedures & standards; repeals provisions relating to supplemental damages connected with consumptive use permit violations; provides retroactive applicability.
