Fantasy Contests; Provides requirements & procedures for operation of fantasy contests; requires fantasy contest operators to apply for licenses, pay specified fees, & provide specified information; directs DBPR's Division of Regulation to contract for services related to prevention of compulsive or addictive behavior; authorizes division to adopt rules; provides penalties; requires that provisions of chapter 849, F.S., relating to gambling offenses, do not apply to fantasy contest operators or "noncommercial contest operators" as defined by the act; provides applicability.
