Availability of Health Care Services; Repealing provisions relating to the issuance of certificates of need by the Agency for Health Care Administration; establishing local health councils as public or private nonprofit agencies serving the counties of certain districts; removing a requirement that hospitals must submit certain data related to certificate-of-need reviews; removing a requirement that the agency adopt by rule a process by which a rural hospital may deactivate general hospital beds, etc.
