Victims of Human Trafficking; Creating the "Civil Action for Victims of Human Trafficking and Prevention of Human Trafficking Act"; creating a civil cause of action for victims of human trafficking, or for the Statewide Council on Human Trafficking on their behalves, against a trafficker or facilitator; requiring the council to issue an annual report to the Legislature which includes specified information, by a specified date; authorizing subpoenas in certain investigations of sexual offenses involving child victims, etc. APPROPRIATION: $182,000
