Designation of Eligible Telecommunications Carriers; Authorizes PSC to designate commercial mobile radio service provider as eligible telecommunications carrier for provision of Lifeline service; deletes provision requiring carriers to allow subscribers to demonstrate continued eligibility for Lifeline service; requires subscribers to furnish proof of eligibility upon request from carrier or FCC; revises carriers that may provide Lifeline service; revises Lifeline service eligibility; revises entities with which commission may exchange certain information.
