Onsite Sewage Treatment and Disposal Systems; Removing the exemption from legislative ratification for specified rules; directing the Department of Environmental Protection and the Department of Health, by a specified date, to select a national third-party certification organization to develop a program for issuing innovative system permits; requiring counties to establish onsite sewage treatment and disposal system inspection programs; specifying program requirements, etc.
