Public Utility Storm Protection Plans; Requires public utilities to submit to PSC transmission & distribution storm protection plan for review; requires PSC to approve, modify, or deny plan within specified timeframe; requires PSC to conduct an annual proceeding to allow utilities to recover certain costs; provides that utilities may not include costs recovered through their base rates; provides for allocation of costs; authorizes utilities to recover depreciation & return on certain capital costs through recovery clause; provides appropriations & authorizing positions. APPROPRIATION: $276,290
