Telephone Solicitation; Prohibits telephonic sales calls without prior express written consent of called party; provides requirements for written consent agreements; provides that called party may revoke express written consent; provides rebuttable presumption for telephonic sales calls made to specified area codes; removes requirement that telephone numbers be excluded from calls made by automated telephone dialing systems with live messages; prohibits commercial telephone solicitation phone calls.
