Local Regulation of Nonconforming and Unsafe Structures; Prohibits local governments from restricting or preventing demolition of certain structures & buildings; authorizes local government to review application for demolition permit; requires replacement structures to be developed in accordance with local development regulations; provides retroactive application; preempts certain regulation to state.
