Towing and Storage; Requiring certain counties and authorizing certain municipalities to establish maximum rates for cleanup and disposal of hazardous and nonhazardous materials under certain circumstances; prohibiting the division from excluding certain wrecker operators from the wrecker operator system or failing to designate certain wrecker operators as authorized wrecker operators; authorizing towing-storage operators to charge certain fees, etc.
