Dog Breeding; Providing a presumption that a breeding female dog is being used for breeding purposes unless certain conditions are met; requiring dog breeders to apply for and obtain a certification of registration from the Department of Agriculture and Consumer Services; requiring the department to issue certificates of inspection for dog breeding facilities that meet certain requirements and rules; requiring the department to adopt and publish rules governing the application for and issuance, suspension and revocation of certificates of registration and inspection, etc.
