Collier County; Creates Corkscrew Grove Stewardship District; provides short title; provides legislative findings & intent; states legislative policy regarding creation of district; establishes compliance with minimum requirements for creation of independent special district; provides for creation & establishment of district; establishes legal boundaries of district; provides for jurisdiction & charter of district; provides for board of supervisors; provides for election, membership, terms, meetings, & duties of board members; provides method for transition of board from landowner control to control by resident electors of district; provides for district manager & district personnel; provides for district treasurer, selection of public depository, & district budgets & financial reports; provides general & special powers of district; provides for bonds; provides for borrowing; provides for future ad valorem taxation; provides for special assessments; provides for issuance of certificates of indebtedness; provides for tax liens; provides for competitive procurement; provides for fees & charges; provides for termination, contraction, expansion, or merger of district; provides for required notices to purchasers of residential units within district; specifies district public property; provides severability; provides for referendum.

Effective Date: upon becoming a law, except that the provisions of this act which authorize the levy of ad valorem taxation shall take effect only upon express approval by a majority vote of those qualified electors of the Corkscrew Grove Stewardship District, as required by Section 9 of Article VII of the State Constitution
