Construction Regulations; Prohibits local governments from adopting or enforcing any ordinances or policy to prohibit property owners from installing synthetic turf on their land, or single-family residential areas; provides procedures to be used by local governmental entity when receiving price quote from contractor pursuant to change order; provides penalties for failure to follow procedures; provides applicability; prohibits state or political subdivision from taking specified actions against certain bidders for construction work; prohibits local enforcement agencies from requiring certain documents between permit applicant & owner of property before issuing building permit or accepting permit application.
