Immigration; Revises provisions related to immigration including identification of chief immigration officer & creation of Office of State Immigration Enforcement , duties, responsibilities, & requirements for such officer & office; creation of a grant program for certain purposes; noncitizen voting; noncitizen employment; drivers license & identification cards for noncitizens; immigration detainers; release of noncitizens from custody; cooperation & coordination with federal authorities & enforcement of immigration laws; emergencies related to immigration; & scholarships for noncitizens.
