Transportation; Requires DOT to increase minimum perception-reaction time for all steady yellow signals at certain intersections by specified amount of time; requires certain seaports to submit annual report describing measures taken to support commercial space launch industry to Space Florida; prohibits certain seaports from converting planned or existing land, facilities, or infrastructure that supports cargo purposes unless specified conditions are met; requires legislative approval for use of state funds for specified projects; authorizes private entity to install automated license plate recognition system for use on certain property; authorizes county or municipality to set lower maximum speed limit under certain conditions; authorizes vehicles displaying disabled parking permits to occupy more than one parking space under specified conditions; requires certain motor vehicles to be equipped with & maintain exhaust system to prevent excessive or unusual noise; authorizes certain golf carts to be titled & registered for operation on certain roads without inspection by DOT; provides that use of license plate frame or decorative border device is not prohibited under specified conditions; providing requirements for electronic credentialing system; authorizes DOT to make direct payments to certain subcontractors under specified conditions; provides requirements for takeover agreement; requires DOT to implement Next-generation Traffic Signal Modernization Grant Program.
