Wardlow Highway Safety Act; creates "Chief Richard B. & Nina Wardlow Highway Safety Act"; provides lower speed limits for trucks with three or more axles & noncommercial buses on certain highways; prohibits such vehicles from operating in left lane or left two lanes on certain highways; revises language re following too closely; directs HSMV to erect signs within certain time period. Creates 316.0891; amends 316.0895.
