Govt. Restrictions/Real Property; constitutional amendment which requires that, when govt. restricts use of private real property, other than nuisance property, & causes loss in fair-market value which in fairness should be borne by public, full compensation must be paid to owner pursuant to jury trial without prior resort to administrative remedies, & which applies to future actions & regulations & to future application of existing regs. Amends s. 17, Art. X.
