Education/Workforce Development; (THIS BILL COMBINES S1124,2048,1120) creates incentive grant program; provides for nonpublic postsecondary education institutions to use common course designation & numbering system used by public institutions; deletes school district responsibility for funding certain community college programs; requires that Educ. Commissioner & State Bd. of Community Colleges Executive Director investigate issues re implementing act, etc. Amends FS.
