GENERAL BILL by Governmental Reform and Oversight ; Gutman
Management Services Department; clarifies provisions re operation of State Group Insurance Division; provides for Career Service exemptions in said division; amends provision re state employees' prescription drug program, to revise, clarify, & reorganize such provisions; increases cap on meritorious service awards; requires that state contract provide for cancellation of contract by contractor or agency upon refusal by party to allow public access to certain material, etc. Amends FS.
