Human Relations Commission; changes name of Human Relations Commission to Human Rights Commission; authorizes & ratifies investigatory determinations by executive director of commission; establishes guidelines whereby certain types of discrimination are not unlawful; eliminates requirement for registered mail; authorizes commission to bring actions to enforce fair housing act; ratifies referrals made by commission, etc. Amends Ch. 760, 110.112,.205, 119.07, 553.77.
