Prohibited Laws/Capital Offense; constitutional amendment to direct courts how to construe whether law is ex post facto law; declares that method of execution is not penalty or punishment & law that provides for retrospective application of method of execution that was not prescribed by law when person committed capital offense is not ex post facto law. Amends s. 10, Art. I.
