Adoption; declares additional legislative intent re adoption; provides definitions applicable to laws regulating adoptions; provides who may not adopt; provides that prospective adoptive parents become legal custodians of child pending finalization of adoption; provides for removal of child from unsuitable home; prescribes certain obligations that must be met by father of prospective adoptee in order to preserve his right of consent, etc. Amends Chs. 39, 63.
