Equity in Prescription Insurance Act; creates "Equity in Prescription Insurance & Contraceptive Coverage Act"; provides definitions; requires health insurance plans that provide benefits for prescription drugs & devices & benefits for outpatient services to provide coverage for persons needing contraceptive drugs or devices or outpatient contraceptive services; provides for enforcement by DOI; authorizes department to adopt rules, etc.
