Hazardous Waste Facilities; restricts authority of DEP to issue permits for construction, modification, & initial operation of facilities for disposal, storage, or treatment of hazardous waste generated off-site; restricts locations of hazardous waste transfer facilities; provides application to pending permits & proposed transfer stations. Creates 403.7211.
