State Lotteries; authorizes assignment of certain prizes pursuant to court order & provides requirements therefor; provides for securing of funds offset for child support payments or debts owed to state agency; exempts Lottery Dept. from liability upon payment of assigned prize; provides circumstances under which such court orders may no longer be issued, etc. Creates 24.1153; amends 24.115,.118.
