Traffic Control/Automated Monitor; defines term "traffic-infraction detector"; authorizes county or municipality to enact ordinance that provides for use of detector to enforce traffic laws that require driver of vehicle to stop when facing steady red traffic signal; requires public notice prior to use of said detector; requires tax collector to withhold issuing license plate or revalidation sticker if person's name appears on list of outstanding fines, etc. Amends Chs. 316, 320.
