Retirement Systems Boards Duties; constitutional amendment to define duties of boards of trustees or fiduciaries of public-employee retirement systems & plans as: holding, investing, & using assets for purposes of providing benefits to members & their beneficiaries & paying reasonable administrative costs; adopts sound actuarial assumptions; obtains regular actuarial reports. Amends s. 18, Art. X.
