State University System; (THIS BILL IS COMBINED IN CS/S1358,160) deletes reporting requirement for Board of Regents re other-personal-services employees; deletes authority of Board of Regents to construct facilities on leased property & enter into certain leases; revises provisions re BOR contracts & acquisition of property & services; requires orientation program for members of BOR; authorizes BOR to acquire & dispose of real property, etc. Amends FS.
