System/Board of Regents; deletes requirement that Board of Regents comply with recordkeeping & reporting requirements for OPS employment; provides for regional autism center; modifies provisions re joint-use facilities; requires each community college to maintain plan to increase representation of women & minorities in faculty & administrative positions; creates Leadership Board for Applied Research & Public Service, etc. Amends FS. APPROPRIATION: $650,000.
