Ad Valorem Taxation; defines "computer software" for purposes of imposing ad valorem taxes; provides for assessment of homestead property for which back assessment is authorized; provides for retroactive application; redefines "educational institution" for purposes of exemption of such institutions from ad val taxation, to include certain schools providing postgraduate dental education, etc. Amends 192.001, 193.155, 196.012,.195,.196.
